\u4e00\u56fd AI \u7ade\u4e89\u529b\uff0c\u4e0d\u5728\u4e8e\u80fd\u5426\u5784\u65ad\u6700\u5f3a\u95ed\u6e90\u5927\u6a21\u578b\uff0c\u800c\u5728\u4e8e\u80fd\u5426\u642d\u5efa\u5f00\u653e\u3001\u53ef\u6269\u6563\u3001\u53ef\u81ea\u4e3b\u638c\u63a7\u7684\u5168\u6c11 AI \u751f\u6001<\/font><\/font>\u3002<\/font><\/p>\n

\u6587\u7ae0\u4ee5 80 \u5e74\u4ee3\u5f00\u6e90\u8f6f\u4ef6\u9769\u547d\u4e3a\u5386\u53f2\u53c2\u7167\uff0c\u8bba\u8bc1\u5f00\u653e\u6743\u91cd\u6a21\u578b\u662f\u6280\u672f\u666e\u53ca\u3001\u4ea7\u4e1a\u7ade\u4e89\u3001\u7f51\u7edc\u5b89\u5168\u4e0e\u6570\u5b57\u4e3b\u6743\u7684\u6838\u5fc3\u57fa\u77f3\u3002<\/p>\n

\u5386\u53f2\u63d0\u4f9b\u6e05\u6670\u53c2\u7167\uff1a<\/font>\u4e0a\u4e16\u7eaa 80 \u5e74\u4ee3\u5f00\u6e90\u8f6f\u4ef6\u7684\u5174\u8d77\u3002\u65e9\u671f\u5f00\u6e90\u5148\u9a71\u6253\u7834\u4e86\u4e00\u79cd\u89c2\u5ff5 \u2014\u2014 \u8f6f\u4ef6\u8fdb\u6b65\u53ea\u80fd\u4f9d\u9760\u4e25\u683c\u7ba1\u63a7\u7684\u4e13\u6709\u4ee3\u7801\u3002\u4ed6\u4eec\u642d\u5efa\u8d77\u900f\u660e\u751f\u6001\uff0c\u5168\u7403\u5f00\u53d1\u8005\u80fd\u591f\u5b66\u4e60\u3001\u4fee\u6539\u3001\u6539\u8fdb\u5171\u4eab\u6280\u672f\u3002\u5982\u4eca\uff0c\u5f00\u6e90\u8f6f\u4ef6\u652f\u6491\u4e92\u8054\u7f51\u7edd\u5927\u90e8\u5206\u57fa\u7840\u8bbe\u65bd\uff0c\u6210\u4e3a\u5404\u5927\u79d1\u6280\u5de8\u5934\u7684\u5e95\u5c42\u5e95\u5ea7\uff0c\u5728\u7f8e\u56fd\u521b\u9020\u6570\u767e\u4e07\u5c31\u4e1a\u5c97\u4f4d\u3002<\/font><\/p>\n

\u521d\u521b\u4f01\u4e1a\u3001\u9ad8\u6821\u3001\u516c\u5171\u673a\u6784\u4e0e\u5de5\u4e1a\u4e3b\u4f53\uff0c\u65e0\u9700\u4ece\u96f6\u8bad\u7ec3\u524d\u6cbf\u5927\u6a21\u578b\uff0c\u5c31\u80fd\u591f\u57fa\u4e8e\u9876\u5c16 AI \u5f00\u5c55\u7814\u53d1\u3002\u8fd9\u6269\u5927\u7ecf\u6d4e\u53c2\u4e0e\u673a\u4f1a\u3001\u964d\u4f4e\u884c\u4e1a\u51c6\u5165\u95e8\u69db\u3001\u5145\u5206\u6fc0\u53d1\u7ade\u4e89\uff0c\u521b\u65b0\u4e0d\u518d\u5c40\u9650\u4e8e\u5c11\u6570\u8d44\u91d1\u96c4\u539a\u7684\u5b9e\u9a8c\u5ba4\u3002<\/font><\/p>\n

\u8bc4\u5224\u7f8e\u56fd\u7684 AI \u9886\u5bfc\u529b\uff0c\u4e0d\u5e94\u4ee5\u80fd\u5426\u638c\u63a7<\/font>\u5355\u4e00\u524d\u6cbf\u6a21\u578b<\/font>\u4f5c\u4e3a\u6807\u5c3a\uff0c<\/font>\u800c\u8981\u770b\u7f8e\u56fd\u80fd\u5426\u642d\u5efa\u4e00\u5957\u6e17\u900f\u5404\u884c\u5404\u4e1a\u3001\u7a33\u5065\u5f00\u653e\u7684\u4eba\u5de5\u667a\u80fd<\/font>\u751f\u6001<\/font>\u3002<\/font>\u5f00\u653e\u6743\u91cd\u6a21\u578b\u6b63\u662f\u8fd9\u5957\u751f\u6001\u7684\u57fa\u77f3\u3002<\/p>\n

\u6279\u8bc4\u8005\u63d0\u51fa\u7684\u98ce\u9669\u5ba2\u89c2\u5b58\u5728\uff1a<\/font><\/p>\n

\u6a21\u578b\u5bf9\u5916\u53d1\u5e03\u540e\uff0c\u5f00\u653e\u6743\u91cd\u53ef\u4ee5\u88ab\u7b2c\u4e09\u65b9\u4fee\u6539\uff0c\u8131\u79bb\u539f\u59cb\u5f00\u53d1\u8005\u7ba1\u63a7\u3002\u4f46\u5168\u9762\u7981\u6b62\u5e76\u975e\u6b63\u786e\u89e3\u51b3\u65b9\u6848\u3002<\/font>\u9650\u5236\u63aa\u65bd\u65e0\u6cd5\u6d88\u9664\u98ce\u9669\uff0c\u53ea\u4f1a\u4fc3\u4f7f\u98ce\u9669\u5411\u4e0d\u900f\u660e\u7684\u95ed\u6e90\u4f53\u7cfb\u8f6c\u79fb\uff0c\u540c\u65f6\u5012\u903c\u76f8\u5173\u4ea7\u4e1a\u6d41\u5411\u6d77\u5916\u3002\u4ec5\u4ec5\u4f9d\u9760\u95ed\u6e90\u6a21\u578b\uff0c\u5e76\u4e0d\u80fd\u5929\u7136\u4fdd\u969c\u5b89\u5168\u3002\u95ed\u6e90\u7cfb\u7edf\u540c\u6837\u9762\u4e34\u9ed1\u5ba2\u5165\u4fb5\u3001\u6ee5\u7528\u3001\u8fd0\u884c\u6545\u969c\u7b49\u95ee\u9898\uff1b\u5c06\u5148\u8fdb AI \u80fd\u529b\u96c6\u4e2d\u5728\u5c11\u6570\u5c01\u95ed\u4f53\u7cfb\u4e2d\uff0c\u53cd\u800c\u5236\u9020\u5355\u70b9\u91cd\u5927\u98ce\u9669\u3002<\/p>\n

Open weights models \u2014 AI models whose weights anyone can download\uff0c inspect\uff0c modify\uff0c and run on their own infrastructure \u2014 are essential to sustaining American leadership in artificial intelligence\uff0e<\/p>\n

Today\uff0c a debate is underway in Washington about whether to restrict open weights models\uff0e Many fear open weights could enable misuse\uff0e These concerns deserve serious consideration\uff0e But restricting open weights would undermine U.S\uff0e innovation\uff0c competition\uff0c cybersecurity\uff0c and national sovereignty\uff0e It would hand an advantage to competitors overseas\uff0e<\/p>\n

History offers a clear parallel\uff1a the rise of open-source software in the 1980s\uff0e Early open-source pioneers challenged the idea that software progress depended solely on tightly controlled proprietary code\uff0e They built transparent ecosystems where developers worldwide could learn\uff0c modify\uff0c and improve shared technology\uff0e Today\uff0c open-source software powers most of the internet\uff0c underpins every major tech company\uff0c and created millions of jobs across the United States\uff0e<\/p>\n

Open weights models bring the same dynamic to artificial intelligence\uff0e They let startups\uff0c universities\uff0c public agencies\uff0c and industrial operators build on state-of-the-art AI without training frontier models from scratch\uff0e This expands economic participation\uff0c lowers barriers to entry\uff0c and fuels competition\uff0e Innovation is no longer confined to a small set of well-resourced labs\uff0e<\/p>\n

American AI leadership should not be measured by control over a single frontier model\uff0e It should be measured by our ability to build a robust\uff0c open AI ecosystem deployed across every industry\uff0e Open weights models are the foundation of that ecosystem\uff0e<\/p>\n
